IRVINE, Calif. (Aug. 4, 2025) — Late Friday evening, the U.S. Court of Appeals for the Ninth Circuit in Vasquez-Perdomo v. Noem denied the federal government’s request for a stay of a temporary restraining order (TRO) prohibiting federal agencies from continuing their unlawful stop practices in Southern California. Plaintiffs are represented by UC Irvine School of Law’s Immigrant and Racial Justice Solidarity Clinic and others. The Ninth Circuit largely left in place the July 11 TRO on unlawful stops and access to counsel, affirmed that the stops likely violated the Fourth Amendment, and that communities would be harmed if those protections were suspended.

“The order issued by the judge on July 11 was a welcome step towards accountability and we are grateful that the appeals court rejected the government’s attempt to return to the chaotic, unconstitutional raids that have besieged our communities,” said Annie Lai, director of the Immigrant and Racial Justice Solidarity Clinic at the UC Irvine School of Law. “None of this would have been possible without everyday people willing to stand up and fight for their rights and the rights of their fellow neighbors, co-workers, and loved ones. This win belongs to them.”
